@outlaw: It's true that success with a character can vary greatly between team and single matches but it can be hard to differentiate based on what supports you and your opponent choose for team battles, so I'll also provide a support tier:
Support Tier: (This does not incorporate their indivdual support drive actions, just the effectiveness of what they do when they are summoned)
S Tier:

Singles Tier: Inherently, the characters who have the most natural variety in terms of range, speed, and combos are best situated for fighting without supports. I've included the one main reason why each character is ranked higher or lower accordingly. Note: No awakenings are accounted for.
S Tier:
Sasuke (CTR/Karin) - Great Moveset Variety
Pain - Defense Ninjutsu and Cutscene Combos
Shikamaru - Can Play the Field well and has one of the fastest UJ startups
Chyo - Tricky combos at any range. She can actually attack while puppets are downed
Kakashi - Great moveset variety with an all-range UJ that he can combo into by himself
Lars - All melee but he has a great chakra weapon
Sasori: All range combos and a good throw. His flick attack is potent and his UJ can be performed all range as well.
Good Tier
Kabuto - Good combos and his ninjutsu has the potential for an infinite combo
Hinata - Good throw and ninjutsu but lacks variety
Neji - Fast Combos and UJ but lacks variety
Kiba - Good combos and a fast, powerful ninjutsu but UJ has slow startup and he has little variety
Guy - Great ninjutsu and movement but ending animations for NJ and UJ are too long
Minato - Fast ninjutsu and UJ has good range, but his combos are easy to substitute out of and he lacks variety
Itachi - Good ranged ninjutsu and great throw but his UJ has short range
Suigetsu - great throw and ranged ninjutsu. His UJ has very quick startup but leaves him wide open if it doesn't connect
Jugo - Short, powerful combos and a ranged throw but he lacks variety
Gaara - Great defense and chakra weapon but has slow movement a slow startup time for many attacks
Konan - Quick throw and great chakra weapon but UJ is short range and ninjutsu is hard to connect.
Naruto (NTR/WSRS) - Quick ninjutsu and throw but lacks variety
Sage Naruto: Annoyingly quick ninjutsu startup with good range but UJ has long start up with little tracking and his combos are easy to substitute out of.
Sasuke (Taka): Good ninjutsu with great tracking and a good chakra weapon, but he lacks variety and his UJ is easy to avoid and very hard to combo into
Ino: Fast, ranged ninjutsu and poisonous chakra weapon with an invulnerable UJ startup. Throw is fast and ranged but leaves her very vulnerable if it misses.
Okay Tier:
Kakuzu: Good ranged combos and a tricky throw but ninjutsu has slow startup and UJ is deceivingly short range
Sakura: Great ninjutsu and surprisingly good flick attack, but slow combos and awkward UJ makes it hard to connect
Tsunade: Pretty much the same as Sakura with a very short range UJ. Her UJ can be comboed into though.
Killer Bee: Great ninjutsu and quick throw but combo animations are long and his UJ, while fast, is easy to see coming and has slow ending animation.
Shino: Throw actually has some range and his air combo is awesomly short but his ranged combos lack...range and his UJ has slow startup.
Temari: Very long ranged combos with good tracking and a decent throw but UJ has slow startup and combos are lacking.
Kankuro: Can combo at any range and has a good throw but his ninjutsu, while it has decent range, is low damage and accuracy and he has slow movements with little variety.
Tobi: Ninjutsu has great range but his throw, ninjutsu, and UJ all leave him wide open if they don't connect. Slow, awkward combos. (Note: awakening is devastating if used properly)
Lee: Great speed but his combos are very long and easy to substitute out of and his ninjutsu and ending UJ animation leave him wide open.
Jiraiya: Quick throw, UJ startup makes him invulnerable and stuns opponent, and he can combo into his UJ but has slow movement and very slow ninjutsu
Asuma: Decent combos and throw but ninjutsu is deceivingly short range and UJ is very obvious and clunky.
Deidara - Great ranged combos with a decently ranged throw but his moveset leaves little to the imagination, let alone strategy. Most online players have already developed their own anti-deidara strategies and his combos leave him open to everything.
Wimp Tier:
Choji: good cutscene combos and good ninjutsu but has very slow movement with little moveset variety.
Ten Ten: Good air weapon combos and a defensive ninjutsu but lacks the tracking of other ranged fighters and most projectiles are small and easy to dodge.
Yamato: Great throw but slow, awkward combos and slow startup on his ninjutsu and UJ
Hidan: Powerful ninjutsu but leaves him wide open if substituted out of and his combos and UJ are all very short range.
Kisame: Decent ninjutsu with good range but combos and movement is very slow
Karin: Decent ninjutsu but has slow combos, short range throw, and the the slowest UJ, which leaves her wide open.
As for teams, since a lot of that is based on the supports I'll stick with my original tier list for that. Singles is focused on the individual characters strengths and weaknesses making it unique compared to the original list.

i think that kisame support is s tier its very hard to sub out of so a simple c dash while support is coming is nearly a free strike back
i think that kiba should be s tier in singles because he can c hash and then uj and also he has a good justu and great tilt
