The problem with that is that we don't want people to stay in the character selection screen and wait till the opponent chooses. Would draw a lot of complaints.

Alternating would be fine. I've never had issues with turtling. Sure it makes the match boring, but what are you gonna do about people who do it? It's not really a shady tactic, more like a retarded one. Plus, it seems like most people on the boards don't like it so they probably won't use it. That's just my observation though. Oh, why is Karin on the list, lol?

Yes before the tournament you can change at any time. The only time you can't change is from the start of the tournament and on.
And yes, you can use any support combination from the list.

About the Shika Balance support issue, although I do agree that it can be abused, it is no different from someone picking Shika as a main and spamming explosive tags. To add to that, if you were to pick Shika as a main, you could use explosive tags at any time during the match, unlike if you pick him as a support. As a support, you can only use him when the support gauge is filled, and if you're smart about it, you can then land an Ougi on your opponent, eliminating their ability to use the explosive tag (or use a Team Ougi if done at the right time). Really, if you're worried about explosive tags being abused, you should just ban Shika completely, but what's the fun in that.
Also, just because you pick Shika as a balance support doesn't mean you're going to turtle. I personally use Shika as a balance support. Frankly, I have to. The only big weakness my main (Asuma) has is lack of exploding tags or bombs. So, I use Shika as an alternative, and anyone who's played me knows I don't turtle. And frankly, people turtle without Shika balance support, so it's not going to stop turtling.

Shika and gaara balance are going to be really popular, and when you are fighting someone with those supports, then you are going to turtle, or you will be hit. Especially if you both have them balance.

A character could have an insta-kill attack and you woundn't not ban it because you assume that they won't use it. ^ Just a random example *cough U3* Anyways, bal Shika is undeniably one of the worst additions to this game, he can punish absolutely any attack and it goes into SB -> U2/U3. Even without Shika bal, imo SB -> U3 is already way too unbalanced in this game. This just makes it a hell of a lot worse.
